Allan Alpert serves as Training and Exercise Director for Patriot Emergency Preparedness Solutions, bringing more than 40 years of leadership in emergency management, public safety communications, preparedness planning, and exercise development. He is among the longest-tenured Emergency Management Directors in Massachusetts, having served 41 years in municipal emergency management, including 35 years with the City of Chelsea, where he also served for over two decades as 911 Director and Superintendent of Fire Alarm, and six additional years with the City of Melrose. Throughout his career, Mr. Alpert has built and led comprehensive emergency management programs designed to protect high-occupancy facilities, vulnerable populations, and complex institutional environments.
Mr. Alpert’s experience directly supports the preparedness and regulatory needs of nursing homes, assisted living facilities, senior housing communities, large apartment and condominium complexes, K–12 schools, colleges, universities, and healthcare organizations. He develops practical Emergency Operations Plans, evacuation and shelter-in-place procedures, active threat protocols, severe weather response plans, and continuity strategies that are executable under real-world conditions. He designs and conducts tabletop, functional, and full-scale exercises that strengthen leadership decision-making, improve staff coordination, and enhance integration with local fire, police, and public health agencies.
Working with administrators and facility leadership, Mr. Alpert ensures preparedness programs align with all published emergency preparedness regulatory requirements, OSHA Emergency Action Plan standards, NFPA life safety guidance, and state fire code provisions. Michael Castro serves as Director of Hazardous Materials Planning, Compliance, and Training Programs for Patriot Emergency Preparedness Solutions. He is widely recognized as a top nationwide leading subject matter expert in hazardous materials management, EPCRA compliance, Tier II reporting, and the development of Hazardous Materials Emergency Response Plans for public- and private-sector organizations. With more than 30 years of fire service leadership and hazardous materials operational experience, Mr. Castro delivers authoritative guidance in regulatory compliance, chemical risk reduction, and emergency response preparedness.
Mr. Castro retired as a Deputy Fire Chief with the Newton Fire Department after more than three decades of service, where he also served as Hazmat Unit Coordinator. In that role, he oversaw hazardous materials investigations, coordinated chemical analysis with the State Laboratory Institute, and led complex response operations. His experience in incident command and chemical emergency management has made him one of the region’s most respected hazardous materials professionals.
He currently serves as Chair of the Mystic Regional Emergency Planning Committee (REPC) and is a voting member of the Massachusetts State Emergency Response Commission (SERC). In these roles, he leads regional hazardous materials planning efforts, supports municipal and facility EPCRA compliance, assists with Tier II reporting requirements, and helps certify Local Emergency Planning Committees (LEPCs) for Hazardous Materials Emergency Preparedness (HMEP) grant eligibility.

Nancy B. Smith is a seasoned public health preparedness and volunteer program leader with over two decades of experience advancing emergency management, community resilience, and equity-driven preparedness in complex urban environments. At Patriot Emergency Preparedness, she leads all public health–related programs and volunteer program initiatives, including Community Emergency Response Team (CERT) program development, training, and sustainment.
Nancy currently serves as a Program Manager with the City of Boston Mayor’s Office of Emergency Management (OEM), where she oversees CERT and Volunteer Operations and acts as the CERT liaison for the Metro Boston Homeland Region, supporting coordinated preparedness efforts across multiple jurisdictions. Her work strengthens regional interoperability, volunteer readiness, and compliance with FEMA preparedness objectives.
Previously, Nancy served as Program Manager for Community Resilience and Engagement at Office of Public Health Preparedness (OPHP), Boston Public Health Commission (BPHC). In this role she led community-based preparedness initiatives in close coordination with emergency management, EMS, and public health partners. Over her career within public health, she has worked across multiple departments and bureaus, building durable partnerships that improve preparedness outcomes for diverse and at-risk populations.
Nancy is nationally recognized for her leadership in inclusive preparedness and volunteer engagement. She is a member of the National CERT Association (NCA) and serves as Equity and Inclusion Committee Chair. Her work ensures preparedness and volunteer programs are accessible, culturally competent, and aligned with best practices for engaging Access and Functional Needs (AFN) populations.
Nancy is a member of Team Rubicon, and an active contributor to national climate and environmental justice initiatives.
